Introduction
A new investment law. A much bigger policy test.
Ghana's Investment Promotion Authority Act, 2026 (Act 1173) replaces the Ghana Investment Promotion Centre Act, 2013 and gives the new Authority a wider mandate to promote, facilitate, regulate and retain investment.
The reform arrives as global investment decisions are being shaped not only by political stability and market access, but also by technology, supply-chain resilience, environmental standards, skilled labour and the speed and credibility of public institutions.
This Africa Policy Foundation analysis examines whether Act 1173 can help Ghana attract the next generation of productive investment while strengthening investor protection, fiscal discipline, domestic participation and accountable investment governance.
